I know this guy and he has no license plate for over a year on his new BMW.
I tried calling the DMV to investigate it and the lady said to me why should I care?
I care because I pay my insurance, registration on time.

Is he driving around with the cardboard temps?? I have a feeling he keeps changing the numbers on them. Turn him in, if he can afford a BMW, he can afford plates and insurance.

The DMV has no enforcement authority. If the guy comes in to pay, he will be hit with late registration fees. But they can not do anything to force him
If it concerns you, contact your local code enforcement. Most jurisdictions have laws against owning unlicensed vehicles for over a certain amount of time.
if you know the guy, why don't you just tell him how you feel or ask why hasn't he gotten his plate?
he might be able to help you get by like he has.

Plates are very important - if he is involved in a hit and run and has no plate we (police) have no way to track down the suspect.

He probaly has the plates and pays his registration or his car financer would repo the car. He also has to have insurance. He probaly just doesn't like the way plates look.
Call the police when the guy is driving, and tell them that he is swerving and crossing the lines...they'll pull him over right away, and you can report this anonymously, although they can probably track your phone number.
Stay out of other people's business. I fail to see how THAT GUY'S license plate situation is affecting you.
